As a result of this, the paper is a pilot study that developed a questionnaire for measuring three constructs; e governance in health, referral and record management practices titled EGHRM. The items that made up measurement scale were adapted from various studies which underwent content validity by three experts, composite and Cronbach’s Apha reliability, convergent validity using average variance extracted, and discriminant validity where test for using SPSS. The results of this various test met the relevant and acceptable threshold found in extant literatures making the instrument valid for future data collection.
