Abstract:

The paper examines The Impact of AI on African Security Forces: Scenarios for Military Modernization in Nigeria by 2030. Using a qualitative and scenario-based analysis supported by secondary data, the study applies the Strategic Logic of Technology Adoption Theory to assess the opportunities, constraints, and long-term implications of AI integration within Nigeria’s security institutions. Findings reveal that while AI presents substantial potential to improve surveillance, decision-making, and operational readiness, its adoption remains hindered by limited funding, weak infrastructure, and insufficient technical expertise. The scenario analysis projects four possible futures ranging from full modernization (“The Phoenix Rises”) to uneven progress (“Digital Divide”) each highlight the balance between desirability and likelihood. The paper concludes that a Balanced AI Modernization Strategy, emphasizing ethical governance, inter-agency collaboration, and gradual implementation, offers Nigeria the most sustainable pathway to future security transformation. It recommends that the government increase investment in AI research, training, and digital infrastructure while strengthening local innovation ecosystems and international partnerships to ensure resilient, inclusive, and ethical defense modernization by 2030.
