Facial Recognition Attendance Scheme on CCTV Cameras Using Open Computer Vision and Deep Learning: A Case Study of International University of East Africa (IUEA)
Abstract
There are plenty of home security cameras currently on the market, many allowing you to stream live footage over the internet and receive alerts whenever someone wanders past. This paper discusses the facial recognition attendance scheme on CCTV Cameras using OpenCV and Deep learning. Generally, Face Recognition is a method of identifying or verifying the identity of an individual by using their face. Various algorithms are there for face recognition but their accuracy might vary. In this paper, we discuss how we can do face recognition using deep learning. We used face embeddings to perform deep_metric_learning and the development steps of the scheme were; face detection, feature extraction, and lastly comparing faces. The legacy system used at IUEA Was firstly studied in more detail. More requirements for the proposed system were obtained and the system was developed. The interfaces for the new system were implemented using HTML, Bootstrap, and Django which is a high-level Python web framework. After the implementation, the new system was then tested, validated, and deployed for use.

Fire and Explosion Consequence Analysis of Occupied Buildings in an LPG Storage Facility in Southern Nigeria
Abstract
The purpose of this work was to carry out an evaluation of occupied buildings from the devastating impact of an explosion in a Liquefied Petroleum Gas (LPG) bulk storage facility with the intention to provide information on blast requirements of the buildings and make layout modification as needed using the consequence-based approach. The simulation was done using DNV’s Process Hazard Analysis Software Tool (PHAST) and the process data were obtained from a process plant located in the Niger-Delta region of Nigeria. Three major scenarios; catastrophic rupture, full bore rupture was considered for a 6-inch pipe and fixed duration release of the stored LPG and propane gas using the TNO multi-energy method to determine the Maximum Credible Event on the occupied buildings within the facility From the study, the catastrophic rupture of LPG vessel #18 at 2/F weather category gave the worst impact with an overpressure effect of 0.7barg at a hazard distance of 166.959m. The thermal radiation intensity of 37.5KW/m2 due to Jet fire from the fixed duration release of Propane vessel #22 at 2/F weather category was found to produce the greatest consequence/impact at a hazard distance of 180.72m. The results from this work show that most of the occupied buildings within the location are in the vicinity of the effect zone of both explosion overpressure and Jet fire thermal radiation.

Design and Characterization of a Gas-Powered Baking Oven Fabricated with Local Engineering Materials
Abstract
Statistically, there is a high dependence on snacks in Nigeria for everyday food. This has made the production of snacks a lucrative venture in Nigeria thereby putting enormous pressure on the technological innovation of snacks production. A baking oven which is a thermally insulated cavity is the most widely used appliance in the food service industry, snacks inclusive. However, most ovens used in Nigeria for snacks production at the small/cottage industrial level are usually limited in one way or the other, hence this work. In this work, an oven with a capacity to bake 100 loaves of bread each weighing 200g was designed. The oven has a dual heating source with a top and down heating grills that is powered using a domestic cooking gas. Its dimensions are (1800 x 600 x 600) mm for height, length and width. The oven had a see-through window and a heat sensor to monitor the progress of the food being baked and the temperature respectively, without necessarily opening the door during operation. The oven had the heating capacity of 19.4 KW and cooking energy efficiency (CEE) of 70.79%. The organoleptic properties of the breads baked in the oven showed that a bread with high sensory attributes can be baked with the developed oven as there was no significant difference between the bread baked with the oven and the control of similar recipe baked in a conventional oven. The oven was therefore found suitable and convenient for baking cookies at the level of small/cottage industries.

Assessment of Radio Waves Propagation Pattern from Radio Stations in Lokoja and Okene, Kogi State, Nigeria
Abstract
Okene, Lokoja and their environs have been experiencing radio signal distortions and have been of great concern to the citizens due to bad quality signals and signal attenuation increase. This study assesses the patterns of radio wave propagation from five radio stations in Lokoja and Okene, Kogi State, Nigeria. Equipment, a field strength metre was used to measure signal strengths and quality of radio signals. Six locations in both Lokoja, Okene and the environs were selected for each radio station. The approximate distances between the transmitting and receiving antennas were determined. Thirty-five locations were measured inclusive of the five radio stations and the six selected positions. Three locations in Okene and another three locations in Lokoja were used. Thereafter, calculations of the signal wavelengths of each radio station and the free space path-loss of signals were calculated at the positions. Factors such as reflections by buildings, mountains and vegetation cover, refractions by the rivers, streams, rainfall and absorption of the human abdomen were looked into at such areas as likely causes of signal attenuation. Good locations to site FM radio stations were determined from the results. The approximate distances from the stations to establish booster stations in order to receive news adequately were also determined.

Milling Machine Operational Skills Required by Metalwork Facilitators for Effective Production of Ready-To-Work Graduates in Tertiary Institutions in Rivers State, Nigeria
Abstract
The study investigated milling machine operational skills required by metalwork facilitators for effective production of ready-to-work graduates in tertiary institutions in Rivers state. The study adopted descriptive survey design. The population of the study was 174 respondents which comprised 67 metalwork facilitators (43 lecturers and 24 instructors) and 107 final year students of Metalwork/Mechanical Technology department. No sampling was done as the population was manageable; therefore, census technique was adopted. Two research questions and two hypotheses were formulated. A survey questionnaire was developed to elicit responses from the respondents. The instrument was validated by two experts in the Department of Vocational and Technology Education, Rivers State University, Port Harcourt. The reliability of the instrument was established using Cronbach Alpha Reliability Coefficient which yielded a reliability index of .84. Statistical Mean was used to answer the research questions while standard deviation was used to determine the homogeneity in the responses of the respondent and z-test was used to test the null hypothesis at .05 significance level. The study found among others that skills prepare metalwork facilitators to contribute meaningfully to their area of specialty, help individuals to be outstanding, and prepare graduates to be ready-to-work. It was recommended that from time to time, there should be on-the-job training for all the skills facilitators in metalwork technology on the operation of the various machines in the workshop to enable them contribute meaningfully to student’s skills acquisition in the area of study; accuracy in machine operation should also be enacted as criteria for metalwork facilitators promotions, to effectively produce ready-to-work metalwork graduates in tertiary institutions in Rivers state.
