Security Lapses and the IPOB Sit-at-Home Order in the Southeast NIGERIA: A Critical Appraisal
Abstract
IPOB’s incessant restriction of movement in Igbo land has no doubt put fear on the security agencies such as the Police, Civil Defense, Army, etc as well as the citizens of the Southeast who are presently afraid of pursuing legitimate handiwork due to the inability of the security agencies to provide any form of security for lives of any citizen who dares to pursue legitimate work or adventure. On sit-at-home days, the roads and highways are deserted by the security agencies that should ordinarily be seen to be emboldening and fulfilling their statutory responsibility, which is to provide security on sit-at-home days with a view to encouraging citizens to go about their normal businesses. These security lapses have bolstered the members of IPOB as well as other men of the underworld to flourish and threaten all legitimate efforts for both collective and personal survival. The persistent order which has gone from a Monday’s sit-at-home order to, presently, weeks of sitting at home order, have not only affected the economy of the region and by extension the nation negatively, it has also dampened the morale and determination of both old and young people of the Igbo extraction from attempting to pursue legitimate livelihood so long as the order is in place. Legitimate meetings of government and private sector driven businesses and organizations, schools and missionary programs are all called off, abandoned or canceled for the purpose of adhering strictly to the sit-at-home order since security agencies will not dare provide any security. This study posited that there is a deliberate security lapse on the part of government security agencies and the negative effect of this action is that it has emboldened and made the sit-at-home order unmitigated. The paper adopted insights from both primary sources and secondary reports whilst relying on qualitative content analysis to achieve the objectives of this study. The findings revealed that there is a premeditated lapse on government security in the region as we cannot find any cogent reason why agencies with arms and munitions to counter illegitimate operations are scared to come out and contend with negative forces militating against the social economic development of the entire Igboland.

Performance Evaluation Strategies and Teachers’ Productivity in Public Secondary Schools in Rivers State
Abstract
This study investigated the performance evaluation strategies and teachers’ productivity in public senior secondary schools in Rivers State. Four research questions and hypotheses guided the study. The correlational design was adopted by the study. The population of the study is 1,714 respondents in 95 public senior secondary schools in Rivers West Senatorial district in Rivers State. The sample size of the study comprises 514 respondents in Rivers West Senatorial District in Rivers State. A simple random sampling approach and proportional sampling technique is used. Two sets are used for data collection. They are Performance Evaluation Strategies Questionnaire (PESQ) and Teacher’s Productivity Questionnaire (TPQ) for data collection. The reliability of the instruments (PESQ and TPQ) were determined by using Cronbach Alpha method. The research questions were answered using Pearson Product Moment Correlation Coefficient (PPMC) to answer the research questions while the hypotheses were tested using Multiple Regression. The findings of the study showed that the Performance Evaluation Strategies, such as complying to quality assurance, adherence to output specification, knowledge of the job, creative initiative had positive relationship with teachers productivity in public senior secondary schools in Rivers State. It was also found that there was significant difference between complying to quality assurance, adherence to output specification, and knowledge of the job, as creative initiative had a positive relationship with teachers productivity in public senior secondary schools in Rivers State. It was recommended among others that the government should provide a legal framework that coordinates and harmonizes the best performance evaluation strategy to ensure standards and uniformity.

Information Search Knowledge and Agricultural Education Students’ Use of Public Library in Cross River State, Nigeria
Abstract
The study determined the influence of information search knowledge on agricultural education students’ use of public libraries in Cross River State, Nigeria. To achieve the purpose, two research questions and two hypotheses were formulated. This study adopted a survey research design. All the 96 final year agricultural education students of the two public universities in Cross River State were purposely selected for the study. A validated questionnaire titled “Information Search Knowledge and Agricultural Education Students’ Use of the Library Questionnaire (ISKAESULQ) was used for data collection. This instrument was face and content validated by three experts. A reliability index of 0.81 was obtained for the questionnaire using Cronbach Alpha reliability coefficient after a pilot test. All hypotheses were tested at .05 significance level using simple linear regression and independent t-test statistics. Findings revealed that knowledge of information sourcing significantly influences the use of libraries by agricultural education students in public universities and that there is no significant difference in the influence of knowledge of information sourcing on male and female agricultural education students’ use of public libraries. Based on the findings, it was recommended amongst others that information search knowledge and literacy should be included in the course outline for use in library, and taught as a course in tertiary institutions, as this would ensure that students including those in Agricultural Education have the necessary knowledge needed to source and search for key information in the library

Women and Reproductive Health Challenges in Igboland: A Historical Study
Abstract
The objective of the work is women and reproductive health challenges in south east, Nigeria. The research also treats the nature of reproductive health challenges in Igboland before and after 1970, and the official reaction to reproductive health challenges in contemporary Igboland. The research method employed was the qualitative analytical method which involved content analysis of relevant documentary data on the subject. The approach adopted was also thematic. The research findings indicate that reproductive health challenges in Igboland before and after 1970 can be classified into five, namely: genetic reproductive health challenge, witchcraft and curses, labor and accident, harmful socio-cultural practices, as well as infectious and communicable disease. The government response to reproductive health challenges includes the different frameworks for the protection of the reproductive health rights of women. These include the domestic instruments as well as the international instruments ratified by the government. The study observed that a number of factors inhibit the provision and availability of reproductive health rights in south east Nigeria, and it includes the social and economic factors as well as cultural and religious factors. It also argues that in spite of these challenges, some successes have been recorded as a result of the official responses to reproductive health challenges in Igboland. These include the elimination of child marriages, reduction in the violence against women and reduction of the harmful cultural practices, such as female genital mutilation (known as women circumcision) and polygamy.
